A hydrophobic silver nanocluster with a organic shell shows enhanced and stable electrochemical CO2 reduction to CO compared to a hydrophilic one, due to altered water structure and *CO intermediates influenced by the ligands, as revealed by operando surface-enhanced infrared absorption spectroscopy and theoretical simulations.
